I don't want to speak to your intentions, because we're obviously not privy to them.
However, looking at how an immigration officer will usually assess your application, it would be almost impossible for someone in your situation with refugee status in one country to be approved to come to Canada on any temporary status.
You only have to look at how many international students here are getting refused study permits for degree courses to understand how difficult it is to convince an immigration officer that you are a legitimate student, and you will leave the country after your studies. Many of them have very strong profiles and still have their study permit applications rejected.
I'm not doubting you, i'm just doubting you having any way to convince an immigration officer that you don't have an intention to remain in Canada permanently.
Part of that is convincing the IO that you can't study the same course in your country of residence, and it's relatively easy to obtain English language courses in the Netherlands. The Dutch are actually renowned for speaking English with great proficiency despite it being a second language.
You're better off remaining in the Netherlands, obtaining permanent residence and doing your studies there for now. Once you're a citizen you can think about studying elsewhere.
