Hi everybody,
I have some question. This question answer for me very important. I applied for asylum in Netherlands las year. I got residence permit and Netherlands government gave me ID card and Refugee travel documents. My isn't good english language. Therefore I want to go for english courses in Toronto. Can I get of Canada visa wit my Refugee passport? I have saving €15.000( $23Cad) . I want to stay 8 months. What do you things about my process? Could you answer to my question. Thanks for everything.
You can certainly try applying for a study permit. Generally speaking, approval chances are much lower for students taking language programs and higher for students taking a college diploma or university degree. You will need to show that you have enough money to cover your tuition + $10,000 in travel and living expenses. Since this is a language school, you should assume you will not be able to work while attending school and you will also not qualify for a work permit after you finish your studies.

You will want to include a SOP in your application to explain why you want to take this program and also explain why in Canada and not an EU country.

Agreed that it will be more difficult for you to be approved given your status in the Netherlands. You will want to show strong ties to the Netherlands (e.g. job, property, assets,) and explain your ties clearly in your SOP.

It is not just about money. VO will wonder about your motivation to come to Canada, and to learn English is not just enough in your case.

You need to explain your status very carefully.
Why you applied for asylum in the Netherlands?
Why don't you just go to an English course in the Netherlands or Europe?
Toronto is not cheaper than London.

All of these will raise red flags, and 99% your application will be refused.

if you google you get tens of institutes providing language courses....enroll in and learn the language

I don't want to speak to your intentions, because we're obviously not privy to them.

However, looking at how an immigration officer will usually assess your application, it would be almost impossible for someone in your situation with refugee status in one country to be approved to come to Canada on any temporary status.

You only have to look at how many international students here are getting refused study permits for degree courses to understand how difficult it is to convince an immigration officer that you are a legitimate student, and you will leave the country after your studies. Many of them have very strong profiles and still have their study permit applications rejected.

I'm not doubting you, i'm just doubting you having any way to convince an immigration officer that you don't have an intention to remain in Canada permanently.

Part of that is convincing the IO that you can't study the same course in your country of residence, and it's relatively easy to obtain English language courses in the Netherlands. The Dutch are actually renowned for speaking English with great proficiency despite it being a second language.

You're better off remaining in the Netherlands, obtaining permanent residence and doing your studies there for now. Once you're a citizen you can think about studying elsewhere.

Holland gave you the opportunity of asylum, you are one of a few and you should consider yourself extremely lucky. Don't spoil it for other genuine asylum seekers who are looking for refuge from real oppression in their homeland/s.
