Referral Letter

Hello, good day,
Can anyone please help me and share some advices please.
My current employer refused to give me a referral letter which is the #1 requirement in applying for visa for temporary foreign worker. She insisted that resigning our copy of copy besides her old signature is enough as a proof that i am currently working with them which i send to the immigration and i also attached a LETTER OF APOLOGY explaining why i can't provide a referral letter.
And now, i received an email from the immigration asking for A REFERRAL LETTER.
Can you please help me on what to do? Please. Thank you.

write to your manager in the previous employer, get the letter done from your end and ask your manager to copy the same on the company letter head and sign, stamp. Submit the same to CIC
