Referral letter with job duties

Hi,
I have a situation where my HR is refusing to give me a reference letter with job duties. And I have an email from her stating the same. However, my manager has accepted to give me an email stating my roles and responsibilities in the company. Can a copy of this mail be submitted to CIC as a proof?

Also, I have been heard that my current HR(from whom I have got the mail stating that a letter with job duties cannot be given) will be leaving the company soon. I am worried because, if CIC tries to contact her, she might not be available for responding. will this be an issue?

I am totally worried with this referral letter process. Any suggestion would be of great help for me.

Dear All,

Same is the case with me for Canada FSW, when I met HR, they told for personal use they can not give roles and responsibilities in the desired format.
I am in talk to my previous manager he might give , but people tell that should be on stamp paper?
Can somebody tel me know the practical case, if we can submit, offer letter, appointment letter, increment letter, promotion letter and last 203 payslips, will that not justify the working exp and roles responsibility we can declare on stamp peper.

Also, in case if CIC ask or enquire about the manager or associate what generally they ask? and in between if associate left the company then what will be happen

Basically they keep the record for future documentation process.Letter should be in company letter head with appropriate authorities signature a.Its not necessary Hr has to sign. Signing authority can be your boss also but in good companies normally Hr issues letter.Nobody want to take risk of future harassment.
