Both letters should be on letterhead, and have the business cards attached. For the letter that's not on letterhead, do you at least have the business card of the person who signed it?

Reference Letter should be signed by supervisor to whom one had reported during the job or by HR personnel? e.g. in my case relieving letter and experience letter was signed by head HR.

Either is OK.
