to use a computer and write you a letter? It doesn't even have to be on company letterhead.
I would give it a shot and submit the following documents:
- the letter you got from HR, which is missing the duties
- the letter from a supervisor or someone at your company who can use a computer, with your duties
- an explanation letter from you, explaining that HR is not issuing letters with duties and that you've attached the letter from supervisor or whoever else for exactly that reason.
