If I have an express entry profile, with a good score 470+, is it worth getting reference letter and police certificate before ITA or does it have to be dated after ?

No, if your score is 470+, you don't need to get the reference letter after receiving ITA. The PCC's date should be close to app. submission. I'd say if you submit your app 2 weeks after PCC date, you should be fine.

This score 470+ will probably get an invitation next draw (maybe around the end of April - who knows), what is holding you from getting these 2 things ?

I would recommend proceeding with these 2 documents. To my understanding, there is no restriction on the issuing dates of these letters as long as they are valid.

Review the PC requirements from the countries you need and go ahead with the steps.

Also, the reference letter from the employer needs to be done according to CIC requirements.

Paper work takes time, so don't leave it to the last minute. Finally, the date when you apply (AOR) is a factor of where will your application be in the queue.
