Hi,

My reference letter is addressed to CITIZENSHIP AND IMMGRATION CANADA or AGENTS ACTING ON THEIR BEHALF. Can I use it for OOPNP or shall I request a new one?

Get one that says "To whomsoever it may concern"

Previous employers had to have a name and/or address for my reference letters too. A solicitor friend of mine told me to use the following:

Citizenship and Immigration Canada
Government of Canada

So I think that should be fine!
 
Check with your manager if this works:

TO WHOM SO EVER IT MAY CONCERN

I am writing this letter of reference at the request of (Your Name) who is applying for Permanent Residency in Canada.


this way, you are not addressing it to anyone specifically, but still clearly indicating the purpose for this letter (if that's your manager's concern)
