You may not eligible now, but it is highly expected that NOC 0213 will added from JULY and most of the big companies know about that started getting applicants so that they can apply by July 2012. I am not sure, but I saw in some other post stated the same. So, it is not cheating when this is true rather a very proactive steps by bigger consulting firms to get their people more chances.

I think it would best if you just prepare the documents and wait until they announce the NOC for July 2012. The last thing you want is a lawyer/agent get your money for nothing.

0213: Computer and Information Systems Managers was there in 2009 but they remove it since July 2010. So for those who had applied back in 2009, good, but if you haven't, it's too late; but again who knows, just like what jaiishankar said they might add them again in 2012, just don't commit to any agent before seeing the announcement from CIC.
