Open the pdf in Microsoft word or open office ( which is free ) and then press export as PDF.
You can play around with resolution and compression and obtain a much smaller PDF without compromising much with the quality.

I tried. worked like magic...

If one is starting with scanned images, the easiest way is to reduce the resolution (dpi) for each image file, before creating the PDF document.

If one is trying to compress an existing PDF document, one can also try printing to a PDF printer such as Bullzip and try different resolutions.

Another option is to use a PDF editor such as PDF XChange to export a page as an image and then use an image editor to change the resolution.

smallpdf.com worked amazingly for me. There was hardly any change in quality, yet the size was significantly reduced.
