Hello;

I landed to Canada as a new Immigrant on April 1998, I left Canada before they started issuing the PR Cards, so I do not have a PR Card. I am welling to visit Canada again, am I allowed to enter with my IMM. 1000 form?
 
Only if you enter via the US at a US/Canada land border crossing using a private vehicle. When you enter, it's quite possible you may be reported for failing to meet the residency obligation (I'm assuming you haven't lived in Canada for 2 out of the last 5 years). If you are reported, this will trigger a process to officially revoke your PR status.
 
Thank you Scylla for the info. Then do you think that if they decide to revoke my PR status, the will not let me in, or in all cases I can enter Canada?
