Is there any issue if someone had a just recently renewed passport from their home country? Ofcourse, one should submit copies of the old passports too but i read somewhere on this forum the reason for getting RQ and i believe I saw (can't find the thread anymore) someone mentioned a newly issued ID or something may trigger an RQ? Is that true and if so does that apply to passports as well or just photo IDs like drivers license etc.. i dont see any issue in having a newly renewed passport considering the time it takes to get Citizenship here may take so long that the current passport may expire.. any thoughts?

As far as anyone outside of CIC can tell, C1 (recently renewed ID) is not an RQ trigger anymore.

Looking around online for info and beginning to wonder if C1 ever did apply to passports or when they said ID, they meant IDs like drivers license, health card etc?

any more thoughts on this Eileen? Would a passport fall under under "ID"?

Thanks in advance

This is a moot point because recently renewed IDs are not RQ triggers anymore according to a fair number of anecdotal reports (KingoftheRings is one off the top of my head.)

But if you're really curious I recommend you review the citizenship application and report back to us. The RQ trigger specified "IDs provided in support of application". You can verify this here: http://residencequestionnaire.wordpress.com/rq-risk-indicators/ So the question is whether the passport is "provided in support of the application." My guess is yes, but if you're curious I recommend reviewing the application and any info about passports in the instructions, etc and judge for yourself.

As for verification of the new RQ triggers, we do not have anything beyond anecdotal reports including this mention of A1, A2 and A7 still triggering RQ from an ATIP: http://www.canadavisa.com/canada-immigration-discussion-board/ob-407d-triage-t186961.0.html. The CIC will not release "active investigatory tools". The list linked above was released in error in a personal ATIP file of an applicant who shared it on the forums (which was both brave and generous). Without that CIC error and that applicant, rumours would reign more than they already do about RQ triggers. The list at least provides a base of knowledge.
