Our new daughter, who is a Canadian Citizen with a valid Canadian passport, does not appear on the COPR as a dependent. Is this a problem? The Canadian High Commission in Singapore was advised of her birth and confirmed receipt of her birth certificate and passport sized photos in May of 2011.

No, no problem at all. That is for dependent children who are to get their PR as a result of their mother or father obtaining PR. If both parents are not present when travelling, you will need a notarized letter from the parent who is absent authorizing such travel.

No, your daughter already holds a Canadian Passport. No reason to be on COPR she is already Canadian.
 
Oh good then. It's just so scary, the documents they sent say that if you have anunreported child they'll cancel the PR, and I haven't been able to find anywhere that exxplains that 'dependents' includes only dependents who are not already Canadian citizens. It'd be a tragedy to get shut down at this stage after all this waiting!
 
You mean your daughter was listed in 2011, and you are now just receiving your COPR? If this is the case, make a call to your local VO and ENSURE they have the child listed in the proper forms as you should've sent in an updated dependent form as well with the information back when. She should still be in the application, but not as part of the immigration visa because she is already Canadian.
