One should get the actual Study permit / Visa at the immigration centre at the airport by showing them the Letter of introduction that we receive...
So I got study permit for Concordia University, Quebec, Montreal...
But since my own sister is in Toronto, Canada. First I will be going to Toronto... So will they give me a visa/SP at toronto... or should i only go to Montreal first to get my Visa/SP...
Could anyone please help me with this...

Your SP will be issued at Point of Entry (POE). So, either you land at Toronto or Montreal it doesn't matter. If you want to go meet your sister first, then go ahead.

As far as i know if you land in canada then there you will get study permit. Place doesn't matter. I think this information is given on their site somewhere
 
Place of landing doesn't matter as long as it is Canada (Except Quebec). Though Immigration officer may (most probably will) ask you for the reason of landing at different airport. You can share your travel plan with him/her then.
