Receiving MR really means nothing

Already got MR but I feel it is way far to be safe. People still can be requested additional files and updated forms after MR. Let along background check.

I figure MR really means nothing. It even doesn't mean the eligibility has passed.

So people who have not received MR in regular time don't panic. This is just the way CIC handle our applications.

Surprisingly, it does mean something! It means CIC is ready to see your medical exam results. :p

I don't think you are totally correct in your post.

Once you receive AOR it means you have passed eligibility at that stage.

With an AOR in hand you are allowed to apply for BOWP, one of the criteria for BOWP is being eligible for PR, this is the AOR.

  • they have received a positive eligibility assessment on their permanent residence application under one of the Economic Class programs

Hi All,

MR is issued once eligibility for PR is established, so it is the major positive assessment of application. Pending items are medical, criminality, security, misrepresentations, which could result into denial if issues surface even when eligibility is established. However most cases where eligibility is established are successful in getting PR.

I don't agree with you. Show me a case who is denied PR after Medicals

MR is usually sent when eligabability is set to "recommended passed" not "passed". Final eligibility review may still fail. That already happened before.

(Visa) Officer review leads to eligibility status of 'Passed'. 'Recommended passed' is comment by his/her junior. MR is issued generally issued only after Visa Officer has confirmed eligibility.

However there might be some exceptions where 'recommended passed' status may also clear path to MR, if only secondary information is yet to be confirmed...but I am guessing here based on your comment.

Point to note is that apart from Eligibility, main applicant (& spouse and/or other majors, if any, in application) should have cleared 'Criminality' along with Eligibility before MR is issued.

A lot of people on this forum have posted GCSM notes. What I noticed that MR is usually initiated by junior VO who first reviews the case. In the notes added by junior VO sometimes you can the following sentences: "Appears meet requirements" and "Medical initiated for all applicants". If junior VO thinks that there are eligibility issues in the application, than he/she will not initiate MR. Also there are many ppl on this forum who got requests for additional docs to support eligibility even after MR (which probably means that second review done by experienced VO and it happens no matter what junior VO wrote in his/her notes).
