It is strange! I thought they send pre-arrival to 100% approved cases. But interview after? So what happened please tell the final results. Thanks

I received a pre-arrival service letter from ircc on Saturday 6/11/2021 and on the 9/11/2021, my application status changed to decision made. Can anyone please help and explain this.
