Received PPR before PGWP expire. Can I keep working?

Hello,

My friend's PGWP is expiring in two days and he has already got PPR. He has not applied for Bridging Open Work Permit since he was expecting PPR. He is working in Canada at the moment.

I have two questions:

1. Can he keep working with expired PGWP until he does landing?

2. Can he do flagpolling (Landing at border) once his passport gets stamped?

He would be working illegally, which could cause problems when landing.
