Received letter for residency proof for sposorship

Hi,

My mom got PR in April 2013 she left Canada in Sept 2013 came back in April 2016, now she applied to sponsor husband ( My dad), CIC Mississauga sent letter and asking following information

Credit Card/Bank/Phone: since obtaining permanent resident status in Canada, provide
original copies of credit card statements, bank statements, and phone bills (including cell phone if
applicable)
> Health Card: A copy of the front and back of a provincial health card This must be
received at this office by
> Insurance: since obtaining permanent resident status in Canada, provide a copy of a
house/apartment and car insurance
> Lease/Deed: since obtaining permanent resident status in Canada, provide a copy of a
Lease/Rental Agreement or proof of home ownership (i.e. property deed)
> List Absences from Canada: since obtaining permanent resident status in Canada,
provide a list of all absences from Canada (including all dates of departure as well as return dates to
Canada)
> Recent travel Itinerary: It appears that you have recently travelled outside of Canada.
Provide a copy of a travel itinerary and the applicable ticket stubs
> Utility Bills: since obtaining permanent resident status in Canada, provide original
copies of gas, hydro
> Passport (Residency): since obtaining permanent resident status in Canada, provide a
complete copy of every page of all passports (including current passports)

When she was coming to Canada she completed visitors section in custom declaration card.

Could anyone help me what this letter means?

It sounds like they want to ensure that your mother is living in Canada (which is a requirement as a PR sponsoring a spouse), and possibly that she meets the residency obligation.

Sounds like they are questioning her sponsorship, as they may be aware she has not fofilled the RO or the minimum requirements to sponsor someone as a PR coming to Canada.
