I have received an email from NePasRepondre-DoNotReply@cic.gc.ca. I copy some parts of the email here:

This letter is addressed to candidates who have been invited to apply for permanent residence to inform them of the steps to follow to avoid technical difficulties when paying the fees for their permanent residence application.
Recent changes to the Express Entry system took place on November 19, 2016. While your application is not affected by these changes, the recent update may be causing problems with paying the application fee and submitting your application on time.
Immigration, Refugees and Citizenship Canada (IRCC) is giving you fifteen (15) more days from the date in your invitation letter to follow the steps below and submit your application. This will make sure you have more time to successfully submit your application for permanent residence.
To ensure that your application is submitted without difficulties, you need to confirm that you provided all the information for your education history and personal activities. To do this, follow these steps:

1. In your profile, go to each web form and open the subsection that includes a grid of saved records. Scroll to the bottom of the section and click the Modify button on a grid entry.

Did anyone else receive such an email? Is it scam?
 
Some got them as there was an issue with fees recently. Not a scam.

But the amount of time that I have in my online account to submit the application has not increased by 15 days. How do I trust/confirm that I have 15 extra days?
 
Same here, I am quite confused with the remaining duration of my pr submission. Do we really have 15 more days, or it is just for some people who tried to pay and failed recently?

I don't know about that email, but please remember do not give out your personal information like email, phone number, personal info on this forum or some private trackers. Many people are here just to collect your info in order to scam you, be very cautious when joining some random WhatsApp groups.
 
The 15 extra days is still not reflected in my CIC account. Can we call or email CIC to confirm whether the applicants who got an ITA before October 19th have 15 more days to submit the documents?
 
received the same exact email on 2nd dec, but there is no change in no. of days remaining.
 
Can someone who lives in Canada call CIC and ask about this?

You can call them from outside Canada. Just google "call cic from outside Canada" and you get a number. Done it lots of times.

Finally I see the extra 15 days in my CIC account. They have added 15 days to my remaining days.
 
I have also got the extra 15 days in mycic account :D
