Received COPR without photo fixed on it

I received COPR but my photos are not fixed on it. Photos were attached by a paper clip.
I am wondering, should I glue photos by myself or wait until landing?

Just wait during landing. Don't glue them yourself. Only one copy of the COPR needs your photo, really.

I have two copies of COPR, visa office just sent it to me without photos glued on them. I found photos in the same envelope. I don't want to send it back to Visa office because it has been three years waiting for this. I think it is not a big issue.
