Received BVL but no PPR as yet - timelines thread

Originally applied for parents' SuperVisa on Sept 25 2020 with upfront medical.
Reapplied thru the portal on Nov 25, 2021 without upfront medical.
Profile on portal updated with medical passed on Dec 2, 2021. Also received BVL on the same date.
Received PPR today - Dec 30, 2021

Hi All, Just want to confirm from this forum, If my Canada visit not for any emergency, but just to go there as a tourist and if I reapply TRV through new IRCC portal then is IRCC processing it as I can see the processing time as 47 days now on portal. And if I withdraw my old application then .will I get the refund for the same as my bio-metrics is already done against this old application on 30-July 2021. Please, Please reply

OR is IRCC only processing those applications which are applied through new portal having emergency?
