Received BIL but no MEP yet - is it normal?

Hi all!

Received my AOR on Aug 14 and my BIL today (Sep 3), but haven't received MEP yet. Is this common? Or should I contact CIC?

Everywhere I see, it's AOR-MEP-BIL and couldn't find a case where BIL came before MEP.

Any help here is greatly appreciated.

I'm in the same boat this year. Got my BIL, but no MEP.
