In order to be approved you usually need to show that the course makes sense based on your previous education and work history, proof that you will return home after your studies and that your degree will lead to career progression. Applications for masters and PhDs are usually approved. Even bachelors degree from univeristies have a high approval rate if the choice of studies make sense because the applicants tend to be genuine students. If you are applying for accounting in college which is more like bookkeeping is doesn't make a ton of sense to come all the way to Canada and spend so much money on a new career especially if you are applying with a spouse. It screams immigration. It is too late but it would have been best to apply without your spouse.
Actually it is a diploma provided by UBC specially for those who want to change careers to accounting and be a CPA, and that’s why I chose it. This time I applied without my spouse.

Dual intent is allowed for study permit applicants by law. What you are doing is not illegal but you are not doing enough to satisfy the VO.

All you have to do is satisfy the VO, if refusals still follow then you can easily win at court.

Yes they said about less importance of ties and they know everyone will try for PR but we still obliged to show home ties.
