So I hired an immigration lawyer in Canada to file for visitor visa application for my extended family member (I reside in Canada), which ended up getting refused.

I was looking over the address of which the office that processed it which said "Embassy of Canada, Poland".

Is this normal? My extended family doesn't live in Poland nor have they ever been anywhere near Poland..

Found this very intriguing, as I expected the processing office to be within Canada, since I assumed we applied from within Canada.
 
Your family member’s file is not processed in Canada. Usually it is processed from the country where they live or regional office. Processing files also can be moved to any application centre to even the workload.

Oh ok, the extended family member lives in Russia, so I found it strange that they sent it to Poland of all places, instead of Moscow

No that is not strange at all. Eastern European applications may go to Vienna.
