HI for sponsorship of spouse and PR do i need a receipt form for PR if so what PR ?

yes, you will need to provide receipts for PR fees: sponsorship fee, applicant fee, right of permanent residence fee. you will be able to pay these on the CIC website. also, it's important to provide a receipt for the medical exam that is required for the application.

I have another question can you answer? if i was on welfare up until a month or two before applying to sponsor what steps should i take?

you need to confirm with your province that you are no longer listed as receiving welfare so that when cic does their check your name does not pop up. you would need to notify the provencial department that issues your welfare and ask them how to do it. there is no guarantee this will help gain eligibility to sponsor someone.
