My two cents:
I think it is much better if you wait for your LMO. Why? Because not all LMO are approved. In my case, my employer has to do it twice, meaning the first applied LMO was refused by HRSDC.
Once you have your LMO and Job offer then you decide where you will lodge your application. Truth is, this application will always depend on your contract in KSA. IF you say your contract will expire in February 2013 then calculate the average processing time, you will know that it will not be feasible to lodge your application here in KSA. Average processing time is 6 to 8 weeks and may take longer depending on the disgretion of the VO handling your case. For this reason, you have to come back or recontract so you would know the result of your application.
If you want to do it in Manila then you have to take long vacation (3 to 4 months). Again please do remember that processing time will always depend on the VO handling your case.
Bottomline is, NEVER leave your company not until you have the work permit stamped on your passport. A lot of people are looking for work and this is the first reason why we wanted to go to Canada right?
So enjoy your job and wait for the LMO. Once you have it in your possession then decide what is best on your current status.
For my application, it is more than a month and counting.... and still counting...
