I think the reason PGWP takes so long this year is because now spouse of canadian/pr can apply for open work permit as well so all of the applications are put together! :'(

We do not know for sure.
I think that the main reason is that for some period of time (February 21st to Mid April) there was no way of paying a new $100 fee at time of online application.

So each file have do be worked on twice. First - determine eligibility and send $100 request, 2nd - process the request and issue a WP. So it virtually doubles the queue.

(Just an opinion, I am not working at CIC so do not know for sure)

I am providing you with my opinion, but i am not sure.
I think the delay in processing is all due to the recent decrease in oil prices. Lots of ppl got laid off from their jobs, and unemployment rate has increased since then. That's why the government has delayed granting new work permits, they might want the existing unemployed to get the job first.
Also an increase in the fee and getting 100$ extra from the applicants is because the Canadian dollar is now down in international market. And the government is now trying to compensate all of this loss via increasing fees for cic applications, car tickets, license fees etc.
But, once again, its just my opinion. I noticed this abrupt change only after the decrease in oil sector.

As of today, ppl are getting their PWGP's in 105 days, after they have submitted a complete application. So you can calculate yours' based on that.

There is no connection between you leaving Canada and rejection of your WP. The only thing that matter's, when you are leaving Canada, is what is your current status , and when is it expiring. You have to inside Canada before your status expires, otherwise you have to get a VISA.

Thanks for the inputs. Let me clear my concern statement.
Actually my WP expired on 11th June along with Visa as well. Our company filed for WP extension on 30th April with CIC. I have file number as well but there is no way to get current status except CIC call centre.
Now in this situation if I leave Canada then will CIC approve my WP extension or gets rejected?

Actually CIC has no way of checking, if you are in Canada or left. As long as you have provided address from inside Canada ,and application is submitted from inside Canada as well. Unless you call and inform them yourself. But onces you have left, and somehow your permit application gets rejected, then you wont be able to come back and you have to apply again and wait in your home country.
In my opinion, you should wait for the decision to come.

I feel CIC put all the efforts in making express entry a success that they forgot about PGWP somewhere. To overcome load, they needed people which led to increase in fees which proved counter productive due to additional paperwork.

i made a paper based application for extension of my pgwp on 14 April. Initially,it was issued to my passport expiry (18 months instead of 3 years)and had a note which said passport must be renewed for extension.

However I only paid $155 online instead of $255 and included it in my paper based application.

I called the CIC they told me that the officer will just return your application after 3 months of processing just on the basis that it didn't have $255 payment.
However online applications are getting $100 request in their CIC accounts .Why cant people with paper based applications get a extra $100 request instead of just returning the application after 3 months.
AND If they had to sent the application back why didn't they send it when they checked the paper based application for completeness in April.

I even tried going to the border and extending it

NOTE:if you have a pgwp issued to your passport expiry and still have time on it for renewal .You CANT go the the border to renew it .I learned it the hard way. :(

My study permit is ending at 24th July and I don't think that my work permit will arrive before that. I am already working full time. What should I do to continue working with out PGWP after my study permit expires?? Thank you.

If your study permit had the remarks that allowed you to work part time during your studies and full time during scheduled breaks, and providing that you applied for the PGWP within 90 days of your study permit expiration, you are allowed to work full time starting the day you submitted your application and until a decision has been made in respect of this application.

If you started working full time before you applied for PGWP, that is unauthorized work.

After your permit expires, you can still work under implied status-transition to PGWP.

Here is proof of my words:

Note: Paragraph R186(w) allows students who have completed their program of study to work while they are waiting for a decision on their work permit application as long as they were a full-time student enrolled at a designated learning institution in a post-secondary academic, vocational or professional training program, and they did not exceed the allowable hours of work.

Found on: http://www.cic.gc.ca/english/resources/tools/temp/students/post-grad.asp

Additionally, see R186 (v) and (w), here: http://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-186.html
