Because your university didn't defer your enrolment to the next intake ...or further information you should go for GCMS notes
 
Notorious private degree mills as such as UCanWest is always problematic to it's applicants one way or the other.
 
IRCC has a compliance verification portal that works for every DLI in Canada except the ones in Quebec.

If its found that you are not enrolled ( withdrawn/not updated ), IRCC has the authority to refuse the application.

It has nothing to do with deferrals.
Perfect answer. Compliance verification happens usually twice a year, fall and spring. Sometimes for some institutions, IRCC request for ad hoc verification. If you changed your DLI and was not informed IRCC, definitely they would under the impression that you revoked your offer as the college report affirmative. Check your circumstances. it rarely happens as the compliance verification done periodically than ad hoc but IRCC is delaying the process now, you might be the victim of college switch but have not informed IRCC before approval.

Obviously the PA's enrolment status is suspect, the VO will look into it if whether they had deferred in case the enrolment for the initial intake is not applicable.

If not deferred, not actively enrolled and considerate amount of time as passed then obviously it's a college switch/forfeit, it's a no brainer.
