Hello,

I am an international student. I have a valid study permit which I got 1 month ago, and currently I am attending school in BC.

According to the new study permit rules ( http://www.cic.gc.ca/english/department/media/notices/2014-02-12.asp ) all study
permits issues from June will grant students work rights.

I was thinking of applying for an off-campus work permit, but under current laws I must study full-time for 6 months before applying for an off-campus work permit. So I was thinking of reapplying for a study permit in June so I can get the study permit and work permit at the same time.

Basically I want to avoid waiting 6 months and get work rights starting from June.

Does anyone know if this is possible?

You already have a VALID study permit. Why would CIC issue you another one?
 
is it necessary to reapply for a study permit (and TRV) to commence studies at a new post secondary institution (University) after withdrawing from the original university course (University of Toronto which is mentioned in the study permit) and leaving Canada immediately after course withdrawal?

I withdrew from my course at UOT in Feb 2014 and wish to go back to another university for a different course in September 2014. My study permit and TRV are valid till December 2014 , unless they are cancelled by CIC based on the information that might have been provided by provided by UOT .

Could anybody throw some light on the above.
 
I might not be able to answer. But very inquisitive to know why are you changing university ?

I leant Ontario and Quebec not good for PR as a student permit holder ?

Actually, from what I know too like you, study permits become invalid as soon as the holder withdraws from the institution. You know you're staying in Canada because of your studies. So withdrawing means you should go back home. However, if you've already gained admission into another university, then quickly apply to validate your study permit or possibly it might not be necessary since you're attending a different institution. In latter you should seek advice from the CIC office in Otawa.

Please, refrain from pity issues that might land you in trouble now or in the future. If you have a study permit now, by June 1st the six month would elapsed and you can apply for work permit for off campus work. However, you can only apply to extend your study permit if it's expiring within at least the next three months. Otherwise, no extension are allowed.

You've study permit, so it doesn't make sense to apply for new one until the old expires. Just wait! Your time will come.
