Reapply ICT timelines

I was working in ICT from Dec 2012.Returned from Canada on Dec1st 2014. When Can I apply again for ICT?
I am aware that We should be out of Country for 12 months before reapplying.

My query is

Do I need to wait till Dec 2015 or can I apply in Nov 2015 with proposed assignment start date as Dec 2015?

doesn't matter what assignment start date you put.. you should apply after 1st Dec 2015..
my application was rejected with same reason even there was just 20 days to finish one year outside the canada.
