Reapply for Spousal Sponsorship

I have few questions if someone can help. Firstly, I am filling up an online application for Spousal Sponsorship application. This is the Reapplication. Then there is a question asked if you have a UCI number before. So, does it mean that the UCI number on the previous refusal application? Because I thought that the IRCC will issue a new UCI number for the reapplication. Secondly, can I edit the application before sumitting? Because I found that it won't be saved after editing. Therefore, I have not submit yet. Thank you

UCI is never changed for an applicant, no matter which application he is applying
you can edit the application as much as you want before submitting it
