Reapply after refusal

Can a person who has been refused reapply for immigration? A consultant advised my friend to reapply after refusal while I think he can't reapply. Please help.

you can reapply all you want. why would CIC turn down the application fees, lol! from his perspective, if he reapplies, what's going to be different this time around?

He has got married with a graduate lady. And what do you think if his spouse applies as a principal candidate. Is there any restriction or not?

well if she's the principal applicant and she has enough points to qualify then there's no problem.
