Reapplied with same documents rejected for other reasons

On 8 September I applied for a Visitor's Visa and on 9th I got a refusal e-mail.
I reapplied on 10 September with the same exact documents but a different Letter of Explanation in which I wrote in detail about the 3 points I've been previously refused for.

My answer just came in now and apparently I am refused again for my family ties in Canada, my current employment situation, my personal assets and they're saying I have not provided sufficient documentation to prove my host's income and assets. How is that possible since last time the family ties and documentation reason were ok? Are they even allowed to do such thing?

aw! yes I guess they all have the power to whether approve nor refused your application. :)

What I meant is if they can refuse me over reasons I have been previously not been refused for given the fact that I applied with the same documentations and just a new Letter of Explanation. However I found out that yes. I guess it's just a matter of luck and how the application appears in the officer's eyes.

I e-mailed and asked for clarification and they said each new application is revised by a new officer, so even if the previous one thought that some motives were good, the new one thought that I haven't shown sufficient documents.

I have even been refused over the advices of an Immigration advisor for my previous Study Permit attempt. Is there anything that friggin satisfies them? Heh... sorry for the rant.

Of course. Your letter of explanation changes how the documents are understood in a context. It makes absolute sense that if you provide more details more questions are asked and documents that might look bad now look good and vice versa.

Not really. If your case is strong enough there is no luck involved. There is luck when you leave things too subjective or you lack documentation. If this is the case, yes the officer will decide. So build a strong case that doesn't leave room to subjectivity.

And we should be grateful. CIC is conscious enough to have a second set of eyes evaluate each case to avoid bias as much as possible.

I would first look into mistakes done in the application.

Thank you for your feeback Jalex.

I have to think really well what/how to apply next time. I just can't deal with another refusal. In my last Letter of Explanation I maintained the introduction and body, I added that I've been refused over those 3 motives and debated each one of them, I guess that changed all as oppose to just the motives I tried to explain. Added documents to back up my words as well.
