What was the reason to study in Canada? A 3 year course would mean a college course so usually available in a home country or in a neighbouring country at much lower cost. Assume you don’t qualify for SOWP?
I am qualified for SOWP. She started before the changes.

You should be funding your trip as well . If you can’t afford to fund the trip , then it further weakens your application.
As well your spouse /child and your brother all are here . Further weakens your application to return .
You are the tie for your spouse / child to return after she’s done her education.

The officer will compare both applications and see you’re changing your situation.
As mentioned you should of been aware when your spouse decided to come to Canada , that you might not be able to visit them

What were reasons for refusal? You don’t have family ties outside Canada so chances are low you will be approved. Can you meet outside Canada if you want to see your spouse and child?

Here are the reasons for the visa refusal. How can I make it up?

GROUND ON VISA REFUSAL
I am not satisfied that you will leave Canada at the end of your stay. I am refusing your application because you have not established that you will leave Canada, based on the following factors;

  • Inconsistent Purpose. The purpose of your visit to Canada is not consistent with a temporary stay given the details you have provided in your application
  • R179(b) Cur. Employment. Your current employment situation does not show that you are financially established in your country of residence
  • R179(b) Assets. Your assets and financial situation are insufficient to support the stated purpose of the travel for yourself (and any accompanying family member(s), if applicable).

Inconsistent purpose - spouse and child in Canada so IRCC doesn’t think you will leave
Cur. Employment - How long with the job? Did you show job letter with approved leave?
Assets - how much in cash did you show in addition to your spouse’s studies.

Cur. Employment: I showed that I was over 3years in my current employment, though I have over 10years of experience. I showed job employment letter, leave application and leave approval letters, I showed salary slips for six months.

Assets: I had in excess of 34,000 CAD in my account as my POF for the journey.

I will be most grateful to be guided through because I intend reapplying again.
Now that I am about sending my account statement of about 45,000 CAD as my spouse POF for study permit extension application, how much should I have in total during my reapplication for the visit.

You can apply again with those documents but your spouse and child being in Canada are your biggest issue. Should have applied for SOWP when eligible.

Are these funds in addition to the funds to pay for your spouse and child’s living expenses and tuition in Canada? Agree the major issue is your wife and child being in Canada. Having a sibling in Canada also doesn’t help. What degree is your wife doing? Do you even qualify for an SOWP and does your spouse qualify for PGWP? If you don’t you could technically argue there are no ways for you to legally remain in Canada so can only visit and return home. Not sure the argument will be very effective but you don’t have many good options. Are you working in your home country?
