If i re-appear for IELTS and score less than what i scored first time. My first score should still be valid right?

Yes, your first score would still be valid. But remember you can't mix and match, you should use either the first score altogether or the second one altogether.

No question is dumb question!

Gotcha... thanks buddy

I appeared in IELTS 3 times, and always used latest results, whether they were less or more from the previous test.

The reason being, CIC website does not explicitly mention that candidate should always his/her latest score.

Each IELTS Test Report Form is valid for a period of two years. Since you have two ,it does not matter which one you use as long as it is valid. As rightly mentioned by others above, you cannot mix and match the scores, you will have to stick by one of the TRFs.
