Really confused regarding "education" for EE and CRS

Hi all,
I am Taiwanese and I am trying to calculate my potential score for CRS and especially confused with the education section.
Here's my background:

• I am 27 years old (born 1989)
• 4 year Bachelor of Science degree from Taiwan (Electrical Engineering)
• 2 year Master of Science degree from Taiwan (Electrical Engineering)
• 3.5 years working experience in Taiwan (Software Engineer NOC:2173 Skill Level: A)
• CLB10 for Reading and CLB9 for remaining three sections (IELTS)
• No second official language
• Not married/Single at the moment
• No work experience or relatives in Canada

QUESTION 1:
I have just sent my Master degree to WES for ECA so that part is not done yet. From my understanding, after WES has validated my Master degree (and only Master degree since I did not submit Bachelor degree), I can immediately get 135 points from Level of Education under A. Core human capital factors. Is my understanding correct? Or do I have to submit both Undergraduate and graduate degree for the full 135 points.

QUESTION 2:
Another question is regarding C. Skill transferability factors. It states to get 50 points I must have Two or more post-secondary program credentials AND at least one of these credentials was issued on completion of a post-secondary program of three years or longer. Since I have only sent my Master degree (2 year program) to WES for ECA, does that mean I can only get 25 points from Post-secondary program credential of one year or longer? I must also submit my undergraduate Bachelor degree to WES to get the full 50 points?

In short, if I have a 4 year Bachelor degree and a 2 year Master degree, do I need to submit both degrees to WES and pay for 2 validations or can I just send the highest level of education (2 year Master degree) and earn the highest points possible?


QUESTION 3:
This question is regrading Express Entry application and it is a little off the education topic. I have tried to submit a EE application and got denied (Application ineligible) almost immediately. I am quite sure I have more than 67 points (I calculated 70 points to be exact) but the application does not give me any detail as to why I am not eligible for Express Entry. Is there somewhere I can see where I failed to qualify? Can someone also confirm that at the moment of submitting the EE application, I must already have WES results for my ECA?

You get points for your highest educational qualifications evaluated by WES. So, if WES evaluates it as equivalent to Masters Degree, then you can claim 135 points. Depends on WES, they might ask you to provide the copy of Bachelors degree certificate, only if required.

If you have CLB 9 in IELTS, then you can claim 50 plus 50 points.

You pay only once and can have both your bachelors and masters evaluated by WES.

In order to create Express Entry profile, you need both - IELTS report and WES ECA report as both these reports contain the TRF No. and Reference Number required in order to create EE profile.

Hi, thanks for the quick reply. Guess I'll wait until WES finishes doing their thing before applying for EE again.

Do you have any ideas regarding questions 1 and 2? Do I just have to validate highest education or do I have to validate both undergraduate and graduate degree?

You will get 50 points in STF. Masters is by default a "Second" Post Sec degree. No need to evaluate your Bachelor to get the maximum points in STF. Wait for the ECA to come and then create EE profile.

On Q3, you need the ECA report number and IELTS TRF number to complete your profile. If you already have 67 points (which you should based on your given details) you'd need to make sure all data and work experience dates are given correctly and the fund stated is equal or above the required minimum for your application's number of participants.
