If you see the IRCC's occasional inability to get things done by the deadline that they wanted to (but not promised to) keep as the Canadian government not having a credible system - I'm just really happy for the country you currently live in
My life experience taught me that nothing coming from my government is ever set in stone and can go in any direction at any moment without prior notice
(I realize that's not an argument, of course.)

You can read every word your MP is saying in the parliament, as well as their social networks posts. Feels like "we, the people" are the Big Brother here ;D
3. 6 months from submitting a "complete application package" is a very debatable language, which we have seen to be exploited in some cases with applications being rejected as incomplete after 3-4 months of wait. So you never actually know with confidence that the ball is in their court.
To be fair, it's the applicant's responsibility to submit a complete package, and the instructions are very clear on what they want to see. Also, I don't think "exploited" is the optimal word here, it implies that the 3-4 months delay was on purpose. I think that would be overcomplicating it a bit.
4. I know this was a new program and that there was a certain risk involved. I just hoped their intent was going to be to make it work at all costs. And I hoped that whatever mistakes happen were going to be out of their control and they would do their best to make it up. Now after listening to remarks and not seeing significant movement in the months of November and December as well as some ironic rejections I am not as confident in their intent any more.
I am still confident in the things you mentioned, I believe the system is complex, new, and has huge workload, those three things at the same time are bound to cause mistakes, sometimes ironic ones. In fact, I think the system is managing quite well considering the load it is under.
