I applied for family (spousal) sponsorship from outside Canada on Nov, 2021.

I have got the ready for visa letter on Oct 20, 2022.

I am outside Canada. Should I apply for a visa online? Then what category of visa should I apply to.

Ready for Visa email basically means they're requesting you to send PA's passport for visa stamping. This is something you cannot apply only. There should be some instructions on that letter about where to send and how to send. Abide by those instructions to finish off your process.
