Here is my situation.

Right before my post graduate work permit expired, I applied for PR under common law and therefore, I am on implied status, meaning I can continue to work full-time in Canada. However, I was told by Service Ontario that I can’t renew my OHIP until I receive my PR.

I’d like to know if there is absolutely NO WAY to renew my health card until I get my PR. I need to get an MRI done as soon as possible.

Any advice would be greatly appreciated. Thank you so much.

also if your partner has insurance from his/her work then you can be placed on it and get the benefits as well, provided it is allowed by the insurance company but it usually is.

Hi Choo,

Firstly, I have been told many times by people in various degrees of authority that applying for PR does not place you on implied status, even if you are already here on a WP. Implied status is gained when you are applying for an extension of something you already have, i.e work permit, or a change in status i.e work permit to visitor visa or vice versa. If I were you I would look into this ASAP, as you may actually be working illegally once your original work permit expires. This may be different for inland applications, I am not sure which category you have chosen.

I am in Alberta, so the rules may be different, but here if you are on implied status you will be covered for the first 90 days since the expiration of your health coverage. After that, if you are still on implied status you are covered, but you need to pay upfront and can later claim your expense back from Alberta Health with evidence of your status.

Thirdly, if your partner does have coverage that includes partners/spouses etc, they may not cover you as insurance effectively tops up what the provincial coverage has subsidized, if you do not have provincial coverage then you may not be eligible for insurance. Again, that is the case here in Alberta so it may not apply to you.

If you need health coverage you should look into getting travel insurance until you get PR or another WP, but keep in mind they will not cover any pre-existing conditions, I am assuming you need this MRI for something specific which a DR has already created a health record for, in which case you will probably have to pay out of pocket unless you get provincial coverage back.
