Hi, my husband worked as fisherman few years ago. Their Head Office was located in Singapore so he used the address in Singapore as one of his work history in his application to come here in Canada. Now the Canadian Embassy in Manila is asking for a police certificate from Singapore but the Singaporean Office didn't grant him saying that he is not eligible to obtain a certificate because he didn't stayed there for at least 6 months. As a fisherman, they don't stay that long enough in the place where they docked. Record shows that from his entry until to his exit in Singapore, he is only 2 weeks there.In four yrs that he is out of the country, they only docked twice in Singapore. That is the reason why they refuse his application to secure a police certificate from Singapore. He didn't really work in the land of Singapore. He is going to pass his other documents next week together with his passport. Do you think they are still going to issue him a Visa without that police certificate that they are asking? what do you think they are going to respond to this? Hope someone can answer my query.

I think he could give a detailed letter of explanation as to why he can't produce the police certificate. Or he could ask the Singapore office to issue a letter explaining why they couldn't issue a police certificate.

They said that he is not eligible to obtain a certificate because he didn't stayed there for at least 6 months or more. He asked from Singapore even just a letter of certification explaining the reasons why, just to prove to the Canadian Embassy but they still refuse to give a letter. They said that they are not issuing letter a certification for that purpose. They just returned all the documents. What I am planning to do is to write a detailed letter to the Canadian Embassy explaining why and the photocopy of his old passport showing the details of his entry and exit in Singapore just to prove that he didn't stay there for a long period of time and send to the Embassy. Do you think that would satisfy them?
