How to adopt my 3 year niece from Jamaica to Manitoba without an agency in Canada. They are too expensive charging $13000 Canadian.

it would be better if you come out here to Jamaica and do that process if they charging you a lot of money in Canada to do it

Is she an orphan? I assume you want to adopt her so that you can bring her to Canada. This will only work if both of her parents are deceased. Otherwise CIC will classify it as an adoption of convienience.

they told be I can because she is family, she does not have to ben an orphan. I have been approved in Jamaica but not in Canada yet.

But only for adoption - not for sponsorship to Canada.

Just because the adoption is approved doesn't mean that Canada will allow you to sponsor her for PR.

If you have already formed a parent-like relationship with the child (meaning that you are the child's primary caregiver, pay for their clothing and education, child lives with you, etc.) - then I think chances are good that PR would be approved. I think it becomes a lot more challenging if you don't have this kind of relationship with the child. That's when CIC may flag it as an adoption of convenience that's been done specifically for the purpose of obtaining PR status for the child.
