If the baby has a passport from VISA exempt country, then she can take the baby with her.
Otherwise a visitor visa will have to be obtained for the baby, while the PR sponsorship is being worked out.
As with all visitor visas, there would be a fair chance of rejection.
Best case scenario: The baby is from VISA exempt country. Mother is able to carry her baby while PR is in progress.
Worst case scenario: The baby is not from a Visa exempt country and TRV also gets rejected. One of the parents will have to stay back in the country of origin(of course you can't leave the baby alone). While the other goes back to Canada and initiates a PR sponsorship.
Hence, the only sensible and wise decision is to have the baby in Canada.
