try to contact CIC at HPM.PROD @ cic.gc.ca/ fax at 613-952-6399...If u don't have the Receipt No. quote the "the first two and the last four digits of the credit card as well as the expiration date." while mailing....This is the only mail id I can see they have given for Contact although this scenario is not covered...Source->

Btw, are you sure you are using the correct link that was mailed by ur VO?..One person reported that the VO had mailed the RPRF-Express Entry link to pay the fees....
