Be sure that u r sending correct PCC.
You are right that on the official CIC website it is mentioned what you saying.
But the Certificate issued from Passport office is known as PCC (Police Clearance Certificate)
Certificate issued from Commissioner office is PVC (Police Verification Certificate)
The process is same, except in PCC from Passport office you submit your application to Passport office, they then forward it to the local police station, then police people call you for verification, same process as for PVC.
Infact if you take the PVC issued by Police Commissioner office and go to Passport office they will issue PCC to you immediately since you completed Police Verification.
So dont get confused or Confuse other people.
And the date you have mentioned that So Called new rules have come into place, My Cousin currently he is in Canada, He submitted PVC only after the date the information related to PCC was updated on website.
