re entering and possible sponsership

Hi I am going to write a scenario and look for possible answers or solutions to this scenario.
A British citizen came to canada in 2014 , on entering he received a 6 month stamp and after this applied to extend his stay as a visitor and stay for a couple more months . They then both left the country together for 3 months and then returned and did the same thing the next year , they then got married at the end of 2016 in canada and went back to the uk. When they are in canada they are lucky enough to have supportive family who give accommodation and financial support so they can remain together.
She is now in canada and he is in the uk and she has been to visit twice but it's difficult to be apart .
He has now saved enough money to go back to canada for a couple of months while they decide which way to go next . The most likely outcome is they will go back to uk together in May .

Is it a possibility that he can be refused entry to canada ? If they start the spousal sponsership in canada can they leave while it processes and start sponsership in the uk at the same time or any other ideas or advice would be great .. thanks

Refusal is always a possibility if CBSA feels you are not actually a visitor to Canada. If they feel you are actually moving here (since your significant ties are now in Canada....your wife), they may deny or limit your time in Canada.

If your sponsor (your wife) is a Canadian citizen, you can start the sponsorship in either country via outland. She will need to provide evidence you intend to settle in Canada if you application is approved. Or she can start it in Canada via inland if you are already here. If she is a PR, she will need to remain in Canada while she sponsors you. If you apply inland, you will need to stay in Canada. I doubt you will be able to start an inland and outland application at the same time and there is no practical advantage anyway.
