Re-enter from USA

My parents became PR on Feb 8th. My mom got PR card but my dad did not because some issue with the picture. Now we have to drive to US for a Wedding but we don't have his Card. Will it cause issue on the border if we come back with his Landing doc instead of Actual PR Card.

As long as you are driving in a private vehicle his COPR and passport will ensure his re-entry. They will ask why no card, advise them he had to have pictures redone, all should be fine.
