For secondary applicant, is it mandatory to have BIRTH CERTIFICATE when applying for FSWP. Do cic accept SSC certificate.

Yes it is 100% mandatory. Birth Certificate of Primary + Birth Certificate of Secondary and all dependant applicants.

This is one of most known reason of rejections for FSW 2013/FSW 2014.

SSC (tenth grade certificate in Indian subcontinent) has been accepted by visa offices for a long time in cases where birth certificate is not available. Go ahead and good luck.
 
there has been a lot cases rejected bcz of this so better make one
 
The Guide and Document Checklist indicate what is an acceptable substitute in case the birth certificate is not available. However you'd better follow those instructions EXACTLY, because missing BC without an acceptable substitute is a common reason for rejection.
