I had applied for canadian immigration back in 2003 and my application was refused for not getting enough points. Now i want to apply again. When applying afresh, are they looking or comparing old record or they will just see the facts i am putting in new application. Secondly what band score do i require in IELTS. Thanks & best regards

They probably will not keep a 6 year old file around to compare but keep in mind that they might so don't write anything that will not match what you said in 2003.

You will require an IELTS that will give you enough points to go above 67.

Thanks. If i calculate, i will be needing 14 points from language. what band score is required to attain that. Is there any conversion table/rule or CIC is doing it their own way?
