Re-Applying (Fresh Application)

Dear Experts,
I received my PR in 2011 and due to intense family reasons (that I can't prove in documentation) I couldn't go and live in Canada for these 5 years. Now in July my PR is expiring.
I have worked hard to resolve these issues and it looks like I am in good shape now. But the only way I have to go and live in Canada is to reapply. I have some questions, if you can please help me to find these answers
1- I received my SIN card and driver's license. Shall I notify CIC to cancel that before I reapply or just not do anything about that.
2- I have some money in TD bank. If my PR expires, can I still operate my account?
3- If I reapply as a new applicant, will my former PR status affect my new application? (In good or Bad way)

Please help me to have a clear picture.
(Just to Clarify), I don't want to risk my current Job by leaving it and going to Canada to try my luck if immigration officer reports my absence to CIC or Not. I have already dropped this option.

If you couldn't go because of criminal/security/medical reasons, then you need to mention that in your application. VO will do everything in his power to get the facts in case you decide to conceal anything. If the reasons are strictly personal and don't affect your application in anyway, then you can just mention that in your LOE.
I don't see any issues with reapplying since you opted out of staying in Canada "legally". The problems arise when applicants are denied the PR or any other visa.

PR status does not expire. PR can only be revoked by CIC when you don't meet residency requirements (which is your case). But CIC won't start PR revoking process until you are reported, for example, by the border officer. So technically you are still PR and if you apply for PR now your application would be rejected. I am not an expert, and I don't know how long you stayed in Canada in the last 5 years, but what is wrong with going to Canada NOW, before July, then stay until you have fulfilled your residency requirement.
