Re-Applying after earlier Work Permit Rejected

Dear All

I applied for my Work Permit in SEP-2012 and was rejected asking my employer to obtain an LMO. Now i have received a Positive LMO and have reapplied for my Work Permit. Now my question is "Would the Visa Officer find any new reason for rejection?" or he would have mentioned all the reasons for rejection when i applied first in SEP-2012.

be extra careful. Show strong financial and family ties to home country. Your application will be extra scrutinized.

Thanks. I have submitted all the docs that is required. But my only question is would the Visa Officer normally tell us ALL the reasons at one shot for rejection or each time new reasons.
