Re apply as a visitor for my wife and son

I have a valid visit visa upto may2021. On 2018 I visited canada. My only elder brother is a parmanent residence of canada. At present I am in my home country (Bangladesh).Back 2019 i applied for my wife and only son. They were refused.
Now I want to reapply for them.
1. Is there any barrier or restrictions for their application submission as a visitor in this COVID-19 pandemic?
Please advise.

You can apply for their visitor visas but processing is about 8-10 months. Since your brother is PR, you need written authorization to travel but your wife and son are not eligible. So you can reapply and travel restrictions may change later this year.

Processing time for the TRV will be around 240 days.
